Management activities have a long history; humans have been engaging in effective management for thousands of years. However, the journey from management practice to the development of a relatively comprehensive theoretical framework has been a lengthy historical process. For anyone studying management, it is essential to review the formation and development of management studies, understand the contributions made by management pioneers to management Theory and practice, and grasp the evolution and history of management activities.

Generally speaking, the period preceding the formal establishment of management studies can be divided into two stages: the stage of early management practices and ideas (from the advent of collective human labor to the 18th century) and the embryonic stage of management Theory (from the 18th century to the late 19th century). After the formation of management studies, the field can be further divided into three stages: the Classical Management Theory stage (from the early 20th century to the 1930s, before the emergence of the Behavioral Science School); the Modern Management Theory stage (from the 1930s to the 1980s, primarily referring to the Behavioral Science School and the "Theory jungle" period); and the Contemporary Management Theory stage (from the 1980s to the present).

The Stage of Early Management Practices and Management Thought 

From the dawn of human society through the 18th century, people engaged in management activities and practices—whether consciously or unconsciously—in order to ensure their survival. The scope of these activities was extremely broad; however, people relied solely on experience to manage, without scientifically abstracting or generalizing that experience, and thus no scientific management Theory had yet been formed. Many of the early notable management practices and ideas are scattered throughout historical records and religious texts from countries such as Egypt, China, Greece, Rome, and Italy.

The Emergence of Management Theory 

　　The Industrial Revolution of the 18th and 19th centuries brought about the reality of modern, machine-driven factories. As the management of factories and companies became increasingly prominent, management issues were addressed more frequently, and the field of management science began to take shape. Prominent figures of this period include Adam Smith (1723–1790) and David Ricardo (1772–1823). Adam Smith was one of the founders of the British bourgeois classical school of political economy, and his magnum opus is *The Wealth of Nations*. Adam Smith discovered that the division of labor allows workers to specialize in specific tasks, facilitating the improvement of technical proficiency, promoting the reform of production tools and technological progress, reducing the need to switch between different tasks, and saving labor time. Consequently, he proposed the Theory of the division of labor. David Ricardo was a British bourgeois financier and an outstanding representative and culminator of classical political economy. The publication of his book *Principles of Political Economy and Taxation* in 1817 had a profound impact on the bourgeois economic community.　

The Classical Management Theory Phase

The Classical Management Theory Phase marked the initial stage of management Theory development. During this phase, the focus was on studying organizational efficiency through the lens of management functions and organizational structures, with little or no consideration given to psychological factors. During this period, the United States, France, and Germany each saw the emergence of pioneering management gurus: F.W. Taylor (1856–1915), the father of scientific management; H. Fayol (1841–1925), the father of management Theory; and M. Weber (1864–1920), the father of organizational Theory.

Taylor focused his research on how to improve efficiency in factory management and proposed the Theory of scientific management. The central issue of scientific management was to increase labor productivity, and its key lay in transforming the original empirical work methods into scientific ones. To this end, Taylor proposed the task management method and the use of “first-class” workers. Fayol conducted systematic research on organizational management and proposed the Theory of functional division of management processes. In his work *Industrial Management and General Management*, he elaborated on the division of management functions, identifying the five major functions of management as planning, organizing, commanding, coordinating, and controlling. Max Weber’s primary contribution to management thought was the Theory of the ideal bureaucratic organizational system, which he presented in his book *Theory of Social and Economic Organizations*. He believed that establishing a highly structured, formal, and impersonal ideal bureaucratic organizational system was the most effective means of increasing labor productivity.

The classical management theories established by these three pioneers and others were subsequently studied, disseminated, and systematized by many management scholars. Among them, the contributions of L. Urwick from the United Kingdom and L. Gulick from the United States were particularly notable. The former proposed eight principles that he believed were applicable to all organizations, while the latter summarized the “POSDCORB” model, representing the seven functions of management.

The Stage of Modern Management Theory 

The stage of modern management Theory primarily refers to the behavioral science school and the "jungle of management theories" phase. The behavioral science school focused on the study of individual, group, and organizational behavior, emphasizing the impact of human psychology and behavior on the efficient achievement of organizational goals. Major contributions of behavioral science include Mayo’s (1880–1949) Human Relations Theory, Maslow’s (A.H. Maslow, 1908–1970) Hierarchy of Needs Theory, Herzberg’s (F. Herzberg) Two-Factor Theory, and McGregor’s (D.M. McGregor, 1906–1960) “Theory X and Theory Y.”

From the 1940s to the 1980s, in addition to the significant development of the behavioral science school, many management scholars published their views on management from their own distinct perspectives. The major representative schools include: the Management Process School, the Management Science School, the Social Systems School, the Decision-Making Theory School, the Systems Theory School, the Empiricism School, the Managerial Roles School, and the Contingency Theory School. These management schools employed a wide variety of research methods and lacked theoretical uniformity. Each school had its own leading figures, distinct terminology, and unique theories, concepts, and methods. Harold Koontz (1908–1984) referred to this as a “jungle of management theories.”　　

The Process School of Management, also known as the Functional School of Management, was proposed by Harold Koontz and Cyril O’Donnell, professors at the University of California. The Process School holds that regardless of an organization’s nature or the environment in which it operates, the managerial functions performed by managers remain the same. Koontz and O’Donnell categorized managerial functions into five areas: planning, organizing, staffing, leading, and controlling, while identifying coordination as the essence of management. Katz utilized these management functions to analyze, research, and expound upon management Theory, ultimately establishing the Process School of Management. Building upon Fayol’s theories, Katz systematized and structured them further, making the Process School of Management the most influential among all management schools.

The management science school of thought refers to a theoretical framework that applies mathematical and statistical methods, as well as computer technology, from a systems perspective to provide a scientific basis for modern management decision-making. It aims to resolve production and operational issues within enterprises through planning and control. This Theory builds upon and develops Taylor’s scientific management Theory, with its primary objective being to identify the most effective work methods or optimal solutions to achieve maximum results in the shortest time and with the least expenditure.　　

The Social Systems School analyzes various organizations from a sociological perspective. Its defining characteristic is viewing organizations as social systems—collaborative frameworks of human relationships—that function as components of the broader social system and are influenced by various factors within the social environment. Chester I. Barnard (1886–1961) of the United States is the founder of this school, and his work *The Functions of the Executive* has had a significant impact on the school.　　

The Decision-Making Theory School emerged after World War II, drawing upon content from behavioral science, systems Theory, operations research, and computer programming. Its leading figure is Herbert A. Simon, an American management scholar, computer scientist, and psychologist. This school holds that the management process is a decision-making process, and that decision-making is the core of management. Simon emphasized the pivotal role of the decision-making function in management, replacing the concept of the perfectly rational individual with that of the rationally limited individual, and substituting the “principle of optimality” with the “principle of satisfaction.”

The Systems Theory School is a management school of thought that views the enterprise as an organic whole and regards various management functions as an interconnected network. This school emphasizes the analysis of organizational structures and models, applying the categories and principles of general systems Theory to comprehensively analyze and study the management activities and processes of enterprises and other organizations, and establishing system models to facilitate analysis. A key representative of the systems Theory school is Fremont E. Kast. Fremont E. Kast is a prominent figure in American systems management Theory and a renowned management scholar. His major works include *Systems Theory and Management* (co-authored with Johnson and James E. Rosenzweig) and *Organization and Management: Systems and Contingency Approaches* (co-authored with Rosenzweig).
The Empiricism School, also known as the Managerialism School, aims to provide managers of large enterprises with practical experience and scientific methods for managing contemporary organizations. It focuses on analyzing the practical management experiences of successful managers, generalizing and summarizing the common elements found in their successful practices, then systematizing and rationalizing them to provide practical recommendations to managers. Prominent figures in this school include Peter F. Drucker and Ernest Dale.

The Managerial Roles School focuses on analyzing the roles managers assume to understand their duties and work. This school of thought holds that consciously implementing various measures tailored to the characteristics of managerial work and the roles managers play will help improve managerial effectiveness. Henry Mintzberg is a leading figure in the Managerial Roles School.　　

The Contingency Theory school holds that business management must adapt to the internal and external conditions of the organization; there is no single, universally applicable “best” management Theory or method. Business management must determine its management tools and methods based on the organization’s internal conditions and external environment; that is, different management tools and methods should be adopted according to different situations, different types of organizations, and different goals and values. Its representative, F. Luthans, published *Introduction to Management: A Contingency Approach* in 1976, which is a seminal work systematically discussing contingency management.　
　
The School of Law and Business Management was established by the School of Business at China University of Political Science and Law. They view Law and Business Management as a composite concept comprising three sub-concepts. The first sub-concept is management, which serves as both the objective and the means. This implies that Law and Business Management must be implemented through specific methods and explicitly defines its disciplinary affiliation as management studies. The second sub-concept is “business,” which here refers to the operational activities of business organizations and can also be understood as commercial affairs; within the concept of Law-Business Management, it serves as the object of management. The third sub-concept is “law,” which primarily denotes the body of laws and regulations pertaining to corporate commercial affairs. Through this analysis, the concept and connotations of Law-Business Management should be relatively clear and profound. The above outlines the evolution and interpretation of the concept of Law-Business Management.

The Contemporary Stage of Management Theory 

　　After the 1970s, dramatic changes in the international environment—particularly the oil crisis—had a significant impact on the global landscape. Management Theory at this time focused primarily on strategic management, examining the relationship between business organizations and their environment, with an emphasis on how companies could adapt to the constant changes in a crisis-ridden and turbulent environment. Michael E. Porter’s *Competitive Strategy* propelled strategic management Theory to new heights. He emphasized deriving strategic decisions through explanations of industry evolution and analyses of various fundamental industry environments.

The 1980s marked the era of business reengineering. The founders of this Theory were Michael Hammer and James Champy, former professors at the Massachusetts Institute of Technology (MIT). They argued that companies should adopt a workflow-centric approach to redesign their business operations, management, and processes—a process known as “reengineering.” Starting in the 1980s, American companies embarked on a large-scale corporate restructuring revolution, while Japanese companies launched what is known as the Second Management Revolution in the 1990s. Over the course of these decades, corporate management underwent unprecedented, transformative changes.

Since the late 1980s, the waves of informatization and globalization have rapidly swept across the globe. The personalization of customers and the diversification of consumption have dictated that companies must adapt to the ever-changing needs of consumers and earn customer trust in the global market to ensure their survival and development. In this era, management Theory research has primarily focused on learning organizations. In his book *The Fifth Discipline*, Peter M. Senge explicitly states that a company’s only sustainable competitive advantage stems from its ability to learn faster and better than its competitors. The learning organization serves as the blueprint for an organization where people derive meaning from their work, realize a shared vision, and gain a competitive edge.
